Dr. Milligan is Board Certified by the American Board of Otolaryngology and is a member of the North American Skull Base Society and the Christian Medical and Dental Association.
After graduating from Indiana University he received his medical degree and completed his otolaryngology residency training at Indiana University Medical Center. He began practicing in Phoenix in 1984.
Dr. Milligan is a coauthor of several clinical research publications and is involved in residency teaching programs at Banner Good Samaritan Medical Center, St. Joseph’s Hospital and Medical Center, and Phoenix Children’s Hospital. Dr. Milligan has been consistently recognized as one of the top ENT physicians in the Phoenix area. Dr. Milligan has special interests in skull base surgery, head and neck cancer, and general pediatric otolaryngology.
